Development plans should be the domain owner responsibility to give the strategy. Lots of my prior sites I took down I just paid writers to create the content while I developed the sites, structure, etc. Good luck. As sites got old I took down probably over 15 developed IDN sites that I had. Right now I think it takes me about a month to put together a good site & have good content written for it. Right now we (me & a small team in Tokyo) are developing a larger project so I might not get to develop so many new sites. Each site has to has a unique purpose & catered to the market.
